Depending on your setup, ingredients can be spread out over multiple steps. To quickly get an overview of what’s needed for a recipe, all ingredients are also shown at the top, before the first step. This behavior can be turned off. There is no global setting, instead each individual recipe has the following checkbox in edit mode:
